- Training & Progression -

Qualification Levels & Club Support

Swim England offers a clear officiating pathway, with most volunteers starting as Timekeepers and progressing through Judge Level 1 and Level 2, with opportunities to train as Starters or Referees.

The club supports volunteers wishing to begin this pathway and, for suitable candidates, may also provide financial support for training.

Timekeeper

Timekeepers record swimmers’ race times using manual timing equipment and support the electronic timing system. This is the most common entry-level official role and is required at almost every competition.

Qualification:
Short Swim England timekeeper training course (often completed online or at a club session). No previous experience required.

-Swimmer Supervision -

Team Manager

Team Managers support swimmers during competitions by organising team areas, supervising attendance, and assisting communication between swimmers, coaches and event organisers.

Qualification:
Swim England Team Manager training and DBS clearance required.

- Rules And Fair Racing -

Judge / Technical Official

Judges observe races to ensure swimmers follow the correct stroke rules, turns and finishes. They help ensure races are fair and compliant with Swim England regulations.

Qualification:
Swim England Judge Level 1 or Technical Official qualification required (training and mentoring provided).

- Race Starts -

Starter

The Starter controls the start of races, ensuring swimmers begin safely and fairly according to official procedures.

Qualification:
Advanced Swim England official training required (typically after experience as a judge).

- Competition Oversight -

Referee

The Referee is responsible for the overall running of the competition, ensuring all rules, safety procedures and event regulations are followed.

Qualification:
Senior Swim England official qualification and significant experience required.
